The military commissions have been unable to bring the men charged with the worst criminal act in the United States history to trial 20 years after the fact. General Leonard has suggested there will come a point where the best we can hope for is some sort of plea negotiation. Mr. Baker, would you like to comment on that suggestion? Yes, sir. I would agree that the plea negotiation resolution is the only way out.
