When Hoover took over the bureau in 1924, he came in first of all as a reformer. He is 29 years old at that point and is appointed first as a kind of placeholder as the acting director. The FBI didn't become the FBI until 1935, which listeners will know is a few years into Franklin Roosevelt's first term. But you mentioned FDR's war on crime. How much would you situate what we think of as a pure new deal project or a new deal institution alongside similar three letter agencies?
