A lot of data governance is concerned with the info sec triad confidentiality integrity and availability confidentiality. The right person should look at the right data and not have that 70% Harvard statistic going on. So really there's just a couple of metrics here. One is having a defensible posture. Then you have a sound set of data governance policies and a managed proactive data governance practice.
