Sortilage of Allotment - Should Aquinas Have Any Promise With It?

Aquinas has a set of limits that he thinks needs to be observed when it comes to sortilage. He says if you're relying on the stars, you're being superstitious and your sortilage is unlawful. But even if you're doing sortlage, which isn't wrong principle, it can become sinful in four ways. Don't rely on demons or random chance - only consult god. And don't use it for earthly matters like selecting a king... but i think part of reason apostles used lots was because they had more than one good candidate who would have replaced judas as pope.
