The baby boom clearly shifted the balance of power between workers and employers. It's also the case that we had fairly generous immigration during the 60s and 70s. Legal migrants got good wages and they kind of pushed the economy up. But large number of long term resident illegal immigrants created an opportunity for unscrupulous employers to take away value from work.
