Napoleon's Decree of Berlin
On November 21, 1806, Napoleon issued a decree from his headquarters in Berlin. All Commerce and Correspondence with the British Isles are prohibited. Every Subjective England of any rank or condition whatsoever shall be made a prisoner of war. The Trade in English Merchandise is Forbidden. These regulations would come to be known as the Berlin Decree, or Berlin Decrees. Britain and France were now engaged in true economic warfare; each side trying to starve the other of resources.
