Workplace raids catch many undocumented migrants in one place. But they do nothing to tackle the criminal element that the Trump administration has so vilified. Many of the 2,000 Turkish citizens that fought alongside jihadists in Syria now want to return; the whole region is struggling with its expat extremists.
