What Does It Mean to Be a Responsible Actor in Space?

International treaties on outer space are relatively vague. They don't address issues like how close to other nation satellites can you manoeuvre without its being a safety risk, right? So those types of activities are really not governed by, by agreement. The most recent thingtat seemed very promising was this effort, again, within the auspices of the united nations, to develop norms of behavior in outer space. It's when you can't engage russia on these issues, and they're still a major space player, it's not clear tme how, how meaningful the result of that will be.
