The Weimar Republic and Imperial Germany
When Bismarck was no longer present, there was not really a balance of power in the German government. The only thing that existed were political parties but plenty of them essentially ceased to exist during World War II. This left the social democrats and the Catholic Center party as the only parties left standing prior to the Weimar constitution being drafted in 1919. When the constitutional assembly was elected, many of these parties that existed for three or four weeks, so it was a thumping victory for the social Democrats who then proceeded to write a constitution as they saw fifth.
