For those kinds of topics like climate change or advancing technology, there are government grants. I would also say that this does exist in the united states, but it's the military. The biggest gap between the people who can earn a high income with relative security and those who can't is largely based on skills. My software engineer friends, they have a really anti fragile skill set right now. We just don't have enough engineers.
