We don't know the timeline specifically for when Silverlight is created and when the southern scadrians would have gained access to it. So all speculation, but very interesting questions. The other thing about the hunters is that they are the group that took an airship in order to find the bands of mourning and destroy them. They have a different perspective on this potential weapon than the malwish who are like, Hey, we could use this to destroy the deniers of masks. And the hunters just want to destroy the bands of mourners altogether.
