The idea that the government should be sort of making these kinds of decisions has been really controversial over the last 50 years or so. Around 1970, an idea arose that we now call neoliberalism. It was a much more market fundamentalist idea promulgated by economists like Milton Friedman and before that Friedrich Hayek.
