Is the Sporting Regulations Applying Correctly at Silverstone?

Until this afternoon, i would have said that they are ignoring the actual rules and plying a discretion. But it has come to my attention that there's kind of extra rules pasted over the top of the normal rules about not being allowed to crowd another driver off track. It turns out that the agreed up date of the rules are that unless the car on the outside is ahead of the cara by the apex, you are allowedt run them off track. And it actually goes further. You're allowed to run the car so far off track, as long as you've still got a part of one of your tires touching the white line like a qualifying rule. The other car can go
