The Universal Translator in Star Trek: The Next Generation

There's probably a little bit of poking fun because Star Trek is a bit earnest, isn't it? It's a bit earnest and naive, but we love it. Why do we assume that aliens would speak in a slow and formal register? Is it because of the universal translator? Does the universal translator kind of miss the subtleties or subtleties? Just forgetting how to speak English.
