After two hours, the only people left would be the ones who could already swim. The poor souls who drowned in the interim don't even make the count. Attributing the remaining people's swimming ability to the coach who turned up two hours later would obviously give a very misleading picture. Liue: You can't look at a snapshot with code vaccination - there is week period of vaccination that is not included in the data. But it's not just that it takes time for the vaccines to work,. It's that it first lowers your immune system before the take up.
