In theory, green miners should have the same percentage of hashing power as their total amount of Bitcoins. But there's also a cypherpunk application to this: you could mine from a region where pear trade or whatever is possible. So how would you get people to do this? There are two ways. You could either you could convince them to do it or you could force them to doing it. And as long as you... I guess you get second one. That sounds pretty bad. No, as long as it's the first one, it's fine because then it's made by choice.
