Is There a Difference Between a Regulator and an Open Protest?
In Iran, there's a fight about the hijab, but just next door in Afghanistan today, all women are wearing a burqa. So yes, no, it absolutely is the case that whether or not a much-resented regulation will face every day resistance or an open protest,. That is a matter of the culture and the circumstances. Rules which are intention with older rules, for example, better established rules may indeed find themselves more disobeyed than not or simply ignored.
