New Orleans still needs to improve its drainage system, even without lemise breaking. The city went very aggressively towards rebuilding areas that were severely damaged rather than concentrating construction on the safest areas. Economic prosperity for those in a position to benefit from it was prioritized over making the city really safe for everybody.
