The Jewish people in 538 BC weren't looking at Cyrus the Great and thinking this guy is a theological giant who knows God better than any other. They could see what he was doing politically, but also I think they could appreciate what he wasdoing. And again, Cyrus wanted people to know that this was a new day and that he was going to be treating them differently.
