Is China a Monolith?
I think there's a tendency sometimes to look at china as this monolith, and to look at its actions and activities as being hyper centralized and uber coordinated. Some of what i saw when i was visiting chinese interstructure projects in different parts of the world was often a little more chaotic than i was expecting.
