It seems that space expands everywhere, except, e g, in galaxies. Is it that interstellar expansion is negligible compared to inter galactic and larger scales? Or is it literally zero? As far as anyone knows, it doesn't really work yet. Maybe we just haven't been clever enough yet. But i think the smart money is betting that quarks really are fundamental,. at least as far as field theory is concerned.
