Dog Attacks

Hospital admissions have more than doubled in the last 15 years as a consequence of dog attacks. We know about fabled dangerous dogs and e and t vage attacks. But apparently, in general, dogs do, you know tha, they're dumb animals. So that's why i was suggestin that we need some kind of competency test to see if people are the people haf fit for purpose,. never mind the dog.
