As you increase the importance of a report through an organization, there are already stop gaps. One thing ill say f for work spaces is a general governance thing. I highly recommend just on a piece of paper something, sit down, draw out the bubbles of where you think these work spaces would go and who needs to access them. And then with that, i'd recommend making security groups for them.
