Is There a Change in the Structure of the Labor Force?

In the past, during high economic downturns, Congress has passed federal unemployment programs where it either adds monetary benefits to those weeks or it extends the duration of those benefits. So in most states, you get 26 weeks worth of benefits. The CARES Act added $600 per week on top of unemployment compensation with the intention to get kind of the median worker up to 100% of their income replaced. That's a big cut for many workers. And they really were designed at, you know, some countries have different systems, but here at least unemployment insurance was really designed to be the thing that gets you between two jobs and quickly start one. It was not intended to be a long term system
