The USA started applying patent law to plants in the 1930s. You can own an avocado, but you can own the whole avocado. They've got this new kind of rice that's called golden rice which is hardier and it grows faster and better. That is owned by someone, the intellectual property for it. But they've now got a thing called open-source seeds. German breeders are experimenting with it. It might not incentivize people to develop new strains if you can't own it.
