The Treaty of Versailles in 19 19
The treaty of versailles in 19 19 kicked off this whole debate which would eventually get all these gases, including tear gas, banned from use. It left the door open for people to argue that even if we can't use tear gas in the trenches abroad, maybe we could use it on the streets back home. This became known as the red summer of 19 19 and some police forces began writing to the war department requesting tear gas.
