You want to control who can call whom, such that you achieve the property where most pieces of the code are isolated from the rest of the code base. By default, by default, no cross boundary call is allowed and you have to allow everything. So this is something that can be enforced through tooling, but umbrella is not that tool for me. And I don't think that you can actually enforce it with umbrella as far as I understand.
