Charles Warren resigned from his post at Scotland Yard on the day of Mary Kelly's murder. James Monroe took over, but not everyone was convinced that he could do a good job. A man who had been part of White Chapel Vigilance Committee said police couldn't be trusted. He wanted to start something like a recruiting drive for matrons in both east and west London.
