What's the Attitude of the Victims?

The question i have when i see all these is, what what is the attitude about all the three part parties involved? Let's start out with the victim. The victim knows that if you are violently attacked in america, nothing's going to happen, necessarily, to your assailant. And there might, what will get you in the news is fighting back. So my point is that we feel, we the nation of victims, that our life isn't worth anything. How long will civilization allow that? And we don't want vigilantiism.
