WebXR is an API that the browser implements. It provides some of the lower level platform stuff to other Web content. On Android, if you write a WebXR mobile site, you'll be using AR core. So right now if people are thinking about purchasing as developers, we would recommend waiting until we've got the Android runtime ready for testing.
