The Origins of the League of Athens

A bicameral Peloponnesian League would have been attractive to the Athenians. But there had been many serious, potentially destructive disagreements over policy within the league. The Allies knew that without Athens' help they would once again become the mere friends of the Persian Empire. That would change later in the century, when the league ultimately turned into an Athenian Archae, or Empire.
