Hire People With a Service Mentality

If it's important to you to have your employees look presentable, just say in the interview process. Does this person look presentable when they come into the interview? Because if they don't look presentable for the interview, they sure as heck aren't going to look presentable at work every day. If you need people with a service mentality, hire people who already have that mentality. There's no reason to train people unnecessarily.
