Is There a Lot of Progress on AI Strategy?

I think there's been progress in the development of principles and criteria for good policies. We have a better understanding of what we want to avoid than we did a few years ago but we don't yet have anything super actionable. So I think that's the next step is moving into more concrete proposals, trying to balance some of the trade offs that have been identified in recent papers.
