Under Title 42, there was a rare exemption clause built in that allowed people who were particularly vulnerable to effectively apply for this kind of exemption. After this year that process was run by nonprofit organizations and CBP had this sort of informal outsourced system. The introduction of CBP one purportedly bypassed the work of NGOs in screening people for the exemption process. However, NGOs still ended up performing all this kind of invisible labor on the backs of migrants as they made Wi-Fi available.
