Both sides have to continuously employ the same reasoning that if they give in to what their rival wants them to do, there'll be displaying subordination to them. And so in such a mindset, peace cannot really reasonably be maintained and eventually the contest between these two powers will be forced to manifest itself in open warfare. What had kept the series of seizures and blockades and revolts incited during this initial period of conflict from escalating into an all out war was eventually a treaty of nonaggression. But nevertheless, it doesn't even last half the amount of time that it was negotiated for and the treaty is quickly broken.
