In a very similar vein you write about this process of re purposing hong kong's institutions, of infiltrating, shadowing and then replacing them over decades. I mean, in your research, how early on did china start laying the groundwork for that process of repurposing? Ithink, actively, i fixed on the year 19 93, because that's when the institutions began to really be shaped,. The concon people began to be put into these er mainland institutions in order to create this sort of parallel government, which we then saw grow. But i think actually going it goes back to hols and goes quite a bit further.
