How Do You Determine Whether You Should Be Expert Based or Process Based?

How does somebody determine whether their business should be governed by an s o p driven, process oriented model or a expertise people driven model? I do think it comes down somewhat to a complexity of what you are dealing with and how many variables are you dealing with. No two businesses are exactly alike. They all have their own unique wrinkles. And every deal is going to have its unique elements to it. You need somebody who can extrapte look at the data, but not be slavish to the data, and be smart enough to know what that data should actually infer.
