The way Bitcoin works is you have a mempool. And when you want to get a new transaction added to the blockchain, you kind of send this transaction to all the nodes and they store it in this mempool. But the mempool is not enforced. It's not something that is like regulated by the consensus protocol. There's still an aspect of consensus to it because the behavior of nodes has its own policies.
