Is There an Argument Against Vagrancy Laws?
I was recently in Springfield, Illinois, and the downtown, I had to walk a mile and a half to a cigar shop because that's the kind of commitment I have to exercise. You can't revitalize a downtown or any business district if it's legal for people to defecate in the doorway and sleep in the doorway. Is there an argument against vagrancy laws, you know, a loitering law? And so I don't like shanty towns. But they're going to be homeless wherever.
