The Greens' Climate Policy

Do we really know what a climate policy will do? I think there's a lot of things that still have to be worked out. The Greens claim and the most important thing really was about a hard target. But I don't actually understand myself how this hard target is going to be enforced. It means the gas industry got to invest in these things, but I suppose it's good for the offset industry.
