Is Every Problem a Hypothesis?

I do notice that a lot, especially in people who come from 2020's background, where it's like, if you cannot test, the method is worthless. It's like, we have to test something. If we are not testing a hypothesis, we cannot say anything. And I really don't come from that same background. So it's always interesting to me to see that reflex need for testing. That sometimes we absolutely want to see every problem as testing problems. Like the age old, at age, if all you have is a hammer, you have to see everyproblem as an A.
