Is the Department of Transportation a Bureaucracy?

Every aspect of our government is a bureaucracy. Human resources has become one of the most powerful and defining things in our country. And you take the h r ascendancy, you take the bureaucratization, and that's what got in the military. Whatever its function, whatever its function is, is secondary to the obsession of bureacratization. It's really scary. That's why so many people are turned off.
