What Is a White Hole?

We could have a way more powerful rocket in the next five or ten years. Why are we not making reusable rockets? I don't understand why. Space x has been doing it for close to a decade now, if not more. If a private commony can do it, why can't isra do it with governments upon and all that? So it's all about a political will, i'm not sure why it's not happening. I would like to see isro go ahead of its competitors. We have the money.
