The Strange Environment of Text and Data Mining

The EU passed an exception for text and data mining for scientific purpose. But controversially, they did it in a very strange way. It was largely framed around trying to benefit big questions like cancer research. Was there any nationalist competition as part of the discussion? Not so much. There was this idea that if you allow for this exceptions and limitations, this can be a competitive advantage but it was never framed in that way specific.
