Is the Pfizer Contract Sufficient or There's an Additional Mechanism?

The government didn't file an appeal. It would have been the same way that the HSBC thing worked. The party to the suit says we're not producing the document because it's confidential. But in agencies, contractual claim cannot possibly supersede the Supreme Court or a higher court. This is pretty clear cut.
