Tesla's Promise to Upgrade to Level 5

Elon Musk said in October 2016 that Tesla cars would be upgradable to so-called level 5. Level 5 is when there's no person in the car and this car can go anywhere. And of course, nothing has happened. I mean, we're talking, we're going on seven years now.
