A vapor barrier is an impermeable membrane. It's one where water can't travel through it from the outside or inside. The purpose of a vapor barrier is primarily to prevent perspiration transfer. In extreme cold, if you allow that moisture to escape at a rate more rapid than your heat production then you are going to be chilled.
