In terms of this kind of Chinese neo-colonialism, that's very much a product of diminishing power of the US and anxiety. People on the ground who live in and around infrastructure projects mobilize themselves to challenge contractor working on the ground. So, for instance, one thing that people do when they are not happy with how projects are implemented is block access roads which then forces them to negotiate corporate social responsibility strategies. And that's what we see alongside the second phase of the railway, Nairobi to Nivasha where the contractor started engaging with individual land owners directly on case by case basis to negotiate land lease so they could implement the project on time.
