There's virtually no convergence between countries, either adjusted or unadjusted. The composition of the asylum seekers who arrive from different origins does matter a lot. Different administrative structures as well that different countries have can also make a difference. But unless there's a common bureaucracy across the eu, you're not going to completely even out these differences in recognition ratesbetween countries.
