James' Speech to the Lords

There was much evidence at the 1621 Parliament of active government management. James took it all in his stride, even though he hated crowds. He laid down the rules with a bit of constitutional theory by way of reminding the Commons of their place in life. The king needed money, but Parliament was to keep its place and remember that it was a vain thing for a Parliament to press to be popular.
